Stephen Mullighan

SA Minister for Transport and Infrastructure

Expressions of Interest (EOI) to prequalified industry groups are released tomorrow for major works on the Torrens Road to River Torrens project.

Once tenderers provide responses to the call, submissions will be evaluated, with shortlisted tenderers invited by late October 2014 to participate in the next stage of the procurement process.

Tenderers will be required to submit an Industry Participation Plan to be assessed by the Office of the Industry Advocate, which will also provide assistance to tenderers throughout the process.

Assistant Minister for Infrastructure and Regional Development Jamie Briggs and State Transport and Infrastructure Minister Stephen Mullighan announced the release of these major works EOI documents following an industry briefing session held in June.

“The June industry briefing provided local firms information on the proposed procurement and tendering process, construction time frames, potential construction packages and opportunities for local industry participation,” Mr Briggs said.

“The briefing saw 250 people attend, many of them from local firms capable to bid for work on this world class project.

“The Australian Government is delivering on its plan to create jobs and grow the South Australian economy with major works on the Torrens Road to River Torrens project set to provide 480 jobs a year throughout construction as well as opportunities for local businesses.”

Minister Mullighan said “the release of EOIs to prequalified industry groups marks the commencement of the formal procurement process for the major works component of the Torrens to Torrens project.”

“Organisations not currently associated with a prequalified bidding group are able to register their interest in providing goods or services to the successful bidder through the Industry Capability Network, by visiting

“The Torrens Road to River Torrens project will upgrade a 3.7 km section of South Road and see the creation of a 2.5 km non-stop length of roadway between Hawker Street, Ridleyton and Ashwin Parade, Torrensville and will incorporate a 1.4 km long lowered road, approximately 8 metres below ground level.

“The project will also see the grade separation of the Outer Harbor rail line over South Road.

“The project forms part of the Australian and State Governments' joint $1.5 billion investment in the North-South Corridor, which has strategic importance for the future of South Australia and Adelaide by connecting communities, creating jobs and easing congestion.”

The Australian Government and South Australian Government have committed $896 million to construct the Torrens Road to River Torrens Project, due for completion in 2018.

It is expected that the contract will be awarded in the second quarter of 2015. The EOI has been released via
